Overview

Job Summary:

 

The Program Design Manager will be responsible for supporting and sometimes leading the design and development of energy efficiency and emerging energy opportunity programs and initiatives. This role requires a strong background in energy efficiency, program management, drawing together stakeholders for comprehensive solutions, and a creative approach to problem-solving. The Program Design Manager will collaborate with cross-functional teams and stakeholders to develop, support implementation, and monitor clean energy programs that drive positive environmental and economic outcomes. 

 

Location:

This is a remote or Hybrid position, and the ideal candidate will be located in the states where VEIC conducts business: CA, CO, CT, DC, DE, HI, IL, MA, MD, ME, MI, MT, NJ, NY, PA, OH, RI, VA, VT, AND WI. Please note that while we welcome applicants from many areas, we do not currently hire in the following parts of New York: Manhattan, Brooklyn, Bronx, Queens and Staten Island. Compensation:

At VEIC, we are committed to pay transparency. The starting pay range for this position will be between $85,000 - $95,000. Based on market data, pay may vary depending on job-related knowledge, skills, education, experience, and location. Please discuss your intended work location with the recruiter for more information. The total compensation package for this position also includes a full range of medical benefits, 403(b) eligibility with match, Combined Time Off (CTO), Care and Concern leave, Parental leave, wellbeing benefit, a community service day, and eight paid holidays that are effective as of your first day of employment.

Responsibilities

Essential Functions:

 

  • Program Development: 
  • Supports the conceptualization, design, and development of clean energy programs and decarbonization initiatives from customer needs, partner opportunities, or business unit gaps. 
  • Conducts market research and stays up-to-date with industry trends to identify opportunities for new program delivery models and frameworks. 
  • Works directly with organizational partners to understand customer, client, and partner needs. 
  • Collaborates with stakeholders to define program goals, objectives, and budgets. 
  • Strategic Planning: 
  • Contributes to the development of a comprehensive program design strategy aligned with the organization's goals. 
  • Creates detailed project plans, including budgets, timelines, and performance metrics. 
  • Cross-Functional Collaboration: 
  • Works closely with cross-functional teams, including program implementers, program systems, account management, engineering, finance, marketing, regulatory affairs, and leadership to ensure successful program implementation. 
  • Fosters effective communication and cooperation across departments. 
  • Regulatory Compliance: 
  • Stays proactive with regulatory teams to navigate any compliance issues. 
  • Program Evaluation and Optimization: 
  • Establishes key performance indicators (KPIs) and regularly evaluates program performance. 
  • Analyze data and use stakeholder feedback to identify areas for improvement and adjust programs accordingly. 
  • Reviews best practices in program delivery models, standardizing the frameworks for market sectors as appropriate in support of scalability. 
  • Reporting and Documentation: 
  • Prepares reports for internal and external stakeholders, including program progress, outcomes, and financial performance. 
  • Maintains comprehensive documentation of program design and implementation processes. 
  • Other duties as assigned. 

Qualifications

Knowledge and Experience: 

 

  • Strong personal commitment to the mission, vision, goals and values of VEIC.  
  • A minimum of 3 years of progressive experience in leading energy efficiency program design and management, with a track record of delivering impactful results. 
  • Bachelor's degree in a related field (e.g., Energy Management, Environmental Science, Engineering, Business Administration) or equivalent combination of education and experience.   
  • Strong knowledge of energy efficiency principles, technologies, and best practices. 
  • Proven experience in project management and team leadership. 
  • Excellent analytical and problem-solving skills. 
  • Exceptional communication, interpersonal, and presentation skills. 
  • Proficiency in data analysis and reporting tools. 
  • Familiarity with relevant regulatory requirements and compliance.

Work Environment and Physical Requirements: 

 

This position primarily involves desk-based work with extensive collaboration and communication responsibilities. Physical requirements include:  

  • Ability to remain stationary at a workstation for extended periods (typically 6-8 hours per day with regular breaks)  
  • Regular use of computer, keyboard, mouse, and telephone/headset requiring fine motor skills and repetitive hand/wrist movements  
  • Visual acuity to view digital screens, documents, and presentations for prolonged periods  
  • Verbal communication abilities are sufficient for clear articulation during in-person and virtual meetings, presentations, and discussions  
  • Auditory capabilities to participate effectively in conversations, conference calls, and virtual collaboration sessions  
  • Cognitive focus for simultaneous management of multiple communication streams, projects, and stakeholder relationships  
  • Occasional movement between meeting spaces, collaboration areas, and individual workstations  
  • Minimal lifting requirements (typically under 15 pounds) for office supplies, equipment, or materials

Travel Requirements:  

No Travel Required  

This position does not require regular travel. Occasional in-person attendance at company events or meetings (typically 0–2 times per year) may be encouraged, but participation is often optional or available virtually.
