Overview

Job Summary:
A Portfolio Manager provides the strategic, tactical and operational leadership for DCSEU programs and initiatives to ensure that program implementation is aligned with and meets organizational strategic objectives. This role serves as a key stakeholder during the design and launch of new programs and/or portfolio of programs. The Portfolio Manager is responsible for ongoing program success through staff resource and budget direction, monitoring and adjusting processes, and continuous system improvement while providing excellent customer support for both external and internal customers.
The Portfolio Manager will provide an essential leadership role within DCSEU and VEIC by ensuring the success of the most challenging programs and initiatives, developing and teaching best known practices, coaching and mentoring peers, and helping to drive key success indicators.

 

Location:

This is a hybrid position, and the ideal candidate will be located in Washington, DC.

 

Compensation:

At VEIC, we are committed to pay transparency. The starting pay range for this position will be between $125,000-$130,000 annually. Based on market data, pay may vary depending on job-related knowledge, skills, education, experience, and location. Please discuss your intended work location with the recruiter for more information. The total compensation package for this position also includes a full range of medical benefits, 403(b) eligibility with match, Combined Time Off (CTO), Care and Concern leave, Parental leave, wellbeing benefit, a community service day, and eight paid holidays that are effective as of your first day of employment.

Responsibilities

Essential Functions:

  • Defines the staff and budget resource requirements, operational expectations, and internal and external reporting requirements needed to achieve defined goals.
  • Directly supervises programmatic and implementation staff associated with portfolio. Supervisory responsibilities include:
    • providing ongoing professional development, coaching, constructive feedback, personal goal setting, and performance management. providing real-time constructive feedback on an ongoing basis;
    • developing and communicating clear guidelines and expectations;
    • assessing individual training needs and coordinating training accordingly;
    • guiding and supporting employees as they establish individual performance and professional development goals to maximize the performance, efficiency and work quality of each individual in support of the team;
    • providing appropriate support and action in managing performance problems;
    • overseeing staff recruitment and orientation
    • mentoring staff and holding staff accountable to meeting goals;
  • Manages the internal and external program staff in coordination with the budget resources to ensure excellent service delivery.
  • Develops, leads, and motivates the Program and/or Portfolio and cross-functional team and provide the members an understanding of the annual goals and progress towards the goals.
  • Continuously monitors and reports on progress regarding initiative goals, budgets and cost-effectiveness making program tactical changes as needed.
  • Leads program performance evaluations through surveys and quality management systems. Ensures operational efficiency, performance quality, and drive best known practices.
  • Delivers clear and transparent program and/or portfolio messaging for both external and internal customers.
  • Addresses customer service complaints and feedback. Seeks solutions to prevent future occurrences.
  • Manages new program development and implementation in coordination with the Business Solutions Group.
  • Actively manages sub-contractor contracts and performance.
  • Assesses real-time program market barriers and drive short term marketing efforts.
  • Manage external relations and communications with internal and external customers, regulators, and partners regarding strategy development, program implementation, and budget and savings monitoring and evaluation activities for the initiative as appropriate.
  • Assesses key strategy changes and represents any changes or modifications necessary to achieve a successful program and attain program goals. Creates and delivers external partner trainings when appropriate.
  • Works with EM&V and regulators to ensure appropriate quality assurance activities are implemented, savings claims are defensible, and new savings methodologies are developed, as necessary. Supports annual Savings Verification process. Maintain the relevancy and accuracy of program savings in the Technical Reference Manual including deletions, updates and additions to savings algorithms and measure characterizations. Generates Program Implementation Procedures (PIP) as needed.
  • Partners with key stakeholders in new program design, forecast future achievable contractual goals, and determine the required annual budget.
  • Develops evaluation plans which include risk assessment and risk mitigation options as well as validate program design and savings.
  •  Defines and drive Best-In-Class operational effectiveness.
  • Ensures Best-Known-Practices within the group are being shared and implemented.
  • Leverages external relations to enhance or accelerate progress towards program and/or portfolio goals.
  • Provides leadership to external partners and the public which exemplifies DCSEU’s and VEIC’s national reputation as an innovator and leader in energy solutions program design. This includes roles such as speaker, author, or presenter at meetings and conferences.
  • Develops and mentors other Program Managers through leadership by example, encouragement, empowerment, and training.
  • Helps define the Program Manager’s group Key Performance Indicators.
  •  Continuously demonstrates and role models the highest level of project and program management skills.
  • Develops a portfolio of operating materials that will provide guidance in program delivery effectiveness and efficiency.
  • Provides support to the activities of VEIC as necessary to accomplish organizational goals and objectives.

Qualifications

Knowledge and Experience:

  • Strong personal commitment to the mission, vision, goals and values of VEIC.
  • Bachelor’s degree and five years of experience in energy efficiency implementation planning or management or a similar combination of education and experience from which comparable knowledge and skills have been acquired.
  • Ten years of experience in operations or program management including tactical decision-making, influential leadership, facilitation, resource management, budget management, communications, and the ability to develop and attain goals. A Program Management Professional (PgMP) or Project Management (PMP) certification is highly desired.
  • Management experience, including leadership, facilitation, staff supervision, contracts, budget management, communications and ability to develop and attain goals.
  • Ability to motivate, develop, mentor and engage staff to support VEIC's mission and division/group goals.
  • Proven ability to develop strong working relationships, collaborate with internal staff, customers, and trade allies.
  • Experience creating, leading, and fostering strong teams and successful relationships with clients, regulators, partners and subcontractors.
  • Ability to carry out systematic data tracking and reporting processes and implement planned steps from start to finish. Demonstrated experience generating reports with spreadsheet and/ or database programs such as Excel and Access.
  • Demonstrated ability to be organized, detail-oriented, accurate, and able to handle multiple tasks and competing priorities in a dynamic and fast paced environment.
  • Excellent written and oral communication skills, including plan and report writing. Experience with substantive elements of customer service.
  • Strong interpersonal skills including effectiveness in productive communications and resolving conflict incorporating a high degree of professionalism, maturity, and a polished demeanor.
