Overview

The Manager, Program Portfolio provides strategic leadership and active management of a diverse portfolio of clean energy programs that center equity and accessibility, advance market transformation, and provide systemic benefits in the energy landscape. This role requires a broad skillset, blending systems thinking and strategic agility, business acumen and drive for results, and a human-centered approach to achieving organizational goals. The Manager, Program Portfolio guides program staff and cross-functional collaborators in the development and implementation of customer-centric market-informed clean energy programs, ensuring data-driven decision-making, regulatory compliance, and responsive budget and performance management through the entire program lifecycle. The Manager, Program Portfolio communicates effectively with organizational leaders, cross-organizational collaborators, and a wide variety of customers and external stakeholders.

Responsibilities

  • Portfolio Budget and Performance Management:
    • Directs program lifecycle management, including planning, development, implementation, evaluation, and continuous improvement of programs, processes, procedures, systems, and tools.
    • Establishes and utilizes consistent mechanisms to monitor and manage budget and performance toward business objectives.
    • Monitors and maintains appropriate resources, including necessary systems, tools, and personnel, to support portfolio and program objectives.

 

  • Staff Engagement and Management:
    • In partnership with the People & Culture team, oversees
    • Creates and maintains an inclusive work environment where staff feel valued, motivated, and empowered to contribute their best.
    • Implements change management strategies with empathy to support staff through transitions and promote buy-in for new approaches.
    • Fosters open communication channels to solicit feedback from staff, promoting a culture of continuous improvement and shared ownership.

 

  • Leadership and Communication:
    • Leads direct reports and cross-functional collaborators in developing short-, mid-, and long-term strategies and tactics to achieve organizational goals and strategic objectives.
    • Effectively communicates portfolio and program goals, strategies, and insights to inspire broad engagement and alignment with organizational objectives.
    • Champions interdepartmental collaboration, fostering a culture of trust, accountability, and excellence.
    • Produces accurate and timely quantitative and qualitative reports as required.

 

  • Technical Knowledge and Regulatory Compliance:
    • Establishes and maintains expertise in operations management, staff management, energy efficiency principles and the energy landscape, efficient technologies, customer markets and market transformation principles, supply chain development and trade ally engagement, stakeholder mapping and engagement, risk management, vendor/contractor procurement and management, and all software and tools necessary to perform assigned work.
    • Informs development of regulatory models, communications, and plans and ensures programs comply with contractual and regulatory requirements.
    • Maintains program and portfolio documentation as required.

 

  • Other duties as assigned.

 

Qualifications

  • Strong personal commitment to the mission, vision, goals and values of VEIC.
  • Bachelor’s degree and five years of experience in energy efficiency implementation planning or management or a similar combination of education and experience from which comparable knowledge and skills have been acquired.
  • Ten years of experience in operations or program management including tactical decision-making, influential leadership, facilitation, resource management, budget management, communications, and the ability to develop and attain goals.  A Program Management Professional (PgMP) or Project Management (PMP) certification is highly desired.
  • Management experience, including leadership, facilitation, staff supervision, contracts, budget management, communications and ability to develop and attain goals.
  • A valid driver’s license and compliance with the Motor Vehicle Safety guidelines outlined in VEIC’s personnel policies.
  • Proven track record of strategic leadership, critical thinking, and data-driven decision-making in program or portfolio budget and performance management.
  • Strong leadership and staff management skills, with a demonstrated ability to build and motivate high-performing teams.
  • Proficiency in systems thinking and stakeholder management in complex environments.
  • Exceptional communication and interpersonal skills, with the ability to convey complex concepts and foster collaboration among diverse stakeholders.
  • Experience utilizing data analytics and visualization for strategic alignment and to drive results.
  • Proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, Teams, and Outlook.
