VEIC is looking for a technologically curious, organized individual who has an eye for quality assurance to join our mission to generate the energy solutions the world needs. The Technical Energy Analyst manages and develops systems, programs and energy analysis tools as well as technical training and complex analysis support to VEIC staff in support of VEIC performance contracts and initiatives while contributing to a mission-driven, creative, enjoyable and stimulating work environment. This role enjoys engaging work within a non-profit, forward-thinking, energy consulting business and is available to work completely remotely (within certain locations - based on business needs) or hybrid with VEIC having physical offices in Winooski, Vermont, and D.C.

Responsibilities

  • Provides technical assistance to implementation and support staff for VEIC's Energy Efficiency Utilities and External Contracts including review of program design and implementation models, cost-effectiveness screening, and review of historic program data.
  • Maintains the resources, policies, protocols/guidelines, systems and analysis methods necessary for efficient, appropriate and accurate technical analysis and reporting of efficiency measures.
  • Stays abreast of evaluation findings of energy efficiency at regional, national and international levels, and may represent VEIC at associated forums.
  • Responsible for technical review of custom energy efficiency projects - determination of the proper analysis methodology, ensuring the proper use of technical tools, and ensuring that projects are properly documented
  • Development and review of engineering analysis tools used by engineering staff for efficient, appropriate and accurate technical analysis and reporting of energy efficiency measures
  • Development and update of measure characterizations for inclusion in Technical Reference Manuals for VEIC's Energy Efficiency Utilities and External Contracts - research and development of algorithms to estimate savings for prescriptive energy efficiency measures and upload of measure characterizations to TRM Application
  • Provides project management support for Technical Reference Manual development process including gathering and vetting requests from Energy Efficiency Utility program staff or external contract stakeholders, assignment of measure development work to EM&V or other staff resources, communication of outcomes to affected parties, and ensuring work scope falls within project budgets and timelines
  • Review of measure characterizations developed by other EM&V staff to ensure assumptions technically supported and analysis aligns with and supports VEIC Energy Efficiency Utility or External Client implementation plans and program goals
  • Responsible for maintenance of Technical Resource Manual to ensure measures are updated and reviewed on a regular basis as required by VEIC Energy Efficiency Performance Contracts and in respond to the outcome of evaluation activities
  • Supports technical quality assurance activities including development and update of protocols included in EEU Quality Manual, monthly/annual program and project review, and communication of QA results to relevant stakeholders
  • Provides support for Energy Efficiency Utility Savings Verification process and other 3rd party evaluation efforts including data transfer, review of evaluation results, and implementation of recommendations
  • Develops, reviews, and maintains the energy efficiency and other technical analysis tools necessary for efficient, appropriate and accurate technical analysis and reporting of energy efficiency measures
  • Drafts technical memos, reports, and other program support documents to regulators, evaluators, and other stakeholders
  • Participates in the development and delivery of technical sessions and other opportunities for training and sharing of technical information, in cooperation with other VEIC departments.
  • Provides project management for ongoing evaluation processes, e.g., Savings Verification and TRM Development, includes communication with external stakeholders and review of prioritization and budget with EM&V Manager. Delegation of project activities to other EM&V staff as appropriate.
  • Review Marketing and Communications documents for external distribution
  • Other duties as assigned.

Qualifications

  • Strong personal commitment to the mission, vision, goals and values of VEIC.
  • Bachelor’s degree in engineering or environmental science plus minimum four years' relevant professional experience or Master's degree in engineering or environmental science plus minimum two years' relevant professional experience or a similar combination of education and experience from which comparable knowledge and skills were acquired.
  • Experience and strong proficiency with detailed engineering analysis, documentation of analysis procedures and development of analysis tools.
  • Strong understanding of building and industrial systems, energy use, construction, and energy analysis techniques.
  • Demonstrated ability to be organized, detail-oriented, accurate, and able to handle multiple tasks and competing priorities in a dynamic and fast paced environment.
  • Strong interpersonal skills and advanced technical writing and oral communication skills
  • Strong proficiency with spreadsheet and word processing software.
  • Experience in facilitation, reviewing work of others, communications and the ability to develop and attain goals.
  • Ability to develop working relationships with regulators, third-party reviewers, and utility representatives.
  • Demonstrated ability to work independently as well as within teams.
  • Capacity to learn and adapt to new situation, processes and innovation; ability to adapt style to meet the needs of the organization.
  • Strong research skills including conducting literature review and developing hypotheses
