VEIC seeks a Senior Consultant to lead our team’s work on the California Statewide Electric Emerging Technologies Program (SWEETP). This 6-year program is aimed at identifying, evaluating, and testing new electric technologies that help advance California’s energy efficiency and decarbonization goals. The program encompasses electric energy efficiency technologies, as well as demand flexibility and non-energy decarbonization (e.g., refrigerants), across all markets (residential, commercial, industrial, low-income). It addresses the following technology categories: HVAC, water heating, whole building, process loads, plug loads and appliances, and lighting.


VEIC administers three large-scale energy efficiency and decarbonization programs and provides full-service consulting and engineering services. VEIC is nationally recognized for originating pilots and programs that optimize energy use, reduce energy burdens for low-income customers, and advance emerging technologies and innovative program models. VEIC is currently working on the TECH Clean California program, which is advancing electrification of water and space heating in residential buildings statewide.

The Senior Consultant will serve as our SWEETP Project Lead, with oversight responsibilities for all workstreams and key deliverables. VEIC is a subcontractor to Energy Solutions, an employee-owned company we have partnered with for the last five years on a variety of projects. VEIC’s role on the SWEETP team encompasses: program management, program design and planning, technical and market research, emerging technologies expertise, energy and GHG savings analysis, and stakeholder engagement.


Program activities will include:

  • Energy Solutions Program Leadership: Participating on team developing program strategy.
  • Scanning and Screening: Engaging stakeholders and soliciting project ideas from the market, and then screening the submitted ideas against a prioritization framework for viability and feasibility to match portfolio needs.
  • Planning and Prioritization: Developing New Technology Priority Maps, which are roadmaps for each technology area.
  • Technology Research: Understanding and assessing a technology’s potential, including verifying technical (i.e., savings) claims and assessing a technology’s scalability and integration into energy efficiency programs. Can also involve research projects to test new program approaches or research the state of the market.
  • Focused Pilots: Large-scale pilots designed to overcome market barriers and solve for market pain points.
  • Workpaper Development: Creating new measures and establishing savings claims that enable new technologies to be integrated into the energy efficiency portfolio.
  • Dissemination and outreach: Market engagement; distributing information and results in California and nationally through webinars, emails, events, the program website, and other marketing media as needed to promote public visibility and engage stakeholders.
  • Technology Transfer: Transferring promising and vetted technologies into utility energy efficiency programs to generate high impacts and help achieve portfolio goals.

 Critical priorities for the Senior Consultant are:

  • Quickly developing excellent and trusting relationships with Energy Solutions and the other four subcontractor organizations by working collaboratively to achieve the project goals.
  • Establishing strong connections with the VEIC team supporting SWEETP. We have a highly motivated and dedicated staff of technical experts, analysts, and project managers that will provide important support to the program, working remotely from Vermont and other locations.
  • Identifying key California stakeholders important to develop and maintain relationships with for project success and future business development opportunities.
  • Orchestrating the various VEIC work streams for the program to effectively and efficiently coordinate the many tasks and team members to achieve short-term project success, while also leveraging key learnings and relationships to advance market transformation in the long term.



  • Strong personal commitment to the mission, vision, goals and values of VEIC.
  • Bachelor’s degree (advanced degree preferred) and 8+ years of experience working with statewide energy efficiency, decarbonization, or other distributed energy resource energy programs and/or policies, energy program regulators and/or policymakers, and/or emerging technologies and program design approaches.
  • Experience with emerging technologies programs and processes, preferably from the perspective of managing a variety of new product development workstreams.
  • Relationships with technology manufacturers and other technology development organizations.
  • Excellent strategic thinking skills, with some demonstrated experience in effective application of those skills to high-level work assignments.
  • Demonstrated ability to effectively manage all aspects of large, complex projects – including client interaction, maintaining project budgets, and overseeing all aspects of project work.
  • Strong relationship development and management skills, along with an eye for new business opportunities and how they could be pursued.
