As a key member of the People and Culture team, the Learning and Development Manager is responsible for the management and execution of our learning delivery strategy, as well as establishing methodologies that facilitate leadership team development, staff learning, training planning and implementation, and effectiveness. Plans, develops and implements continuous learning strategies for the overall organization that are aimed at maximizing employee engagement and development, and attracting, and retaining top talent. Partners with business leaders to ensure training is aligned to VEIC strategy, objectives, and compliance requirements.


  • Plans, designs, measures, and improves the following continuous learning strategies and programs that foster accountable employees who contribute to VEIC’s vision and strategic objectives:
    1. Training roadmap and plan focused on strengthening the skills of our workforce
    2. Leadership development;
    3. New Hire onboarding;
    4. Coaching for development and/or redirection; and
    5. Business skills training and resources.
  • Oversees development consultants and trainers to ensure that objectives and activities are in alignment with VEIC vision, goals, and culture.
  • Partners with HR Business Partners in support of continuous learning programs (as trainers, coaches, program administrators, etc.)
  • Develops strong partnerships with business areas to clearly understand their business, strategies, priorities, and challenges, and communicate regularly with department managers, supervisors, and staff to plan, coordinate, and evaluate continuous learning programs. Advise on various development opportunities as required.
  • Manages through organizational change initiatives, identifying opportunities for on-time training interventions and new leader enablement tools.
  • Develops projected Learning and Development budget.
  • Develops success metrics and measurement tools for continuous learning strategies and programs.
  • Plans and coordinates proper venues, timing and modality (i.e. live classroom, webinar, self-guided, experiential and/or digital/eLearning) of the required training programs.
  • Serves as a facilitator across training programs and for various leadership or project teams within the organization as needed.
  • Anticipates training design/development or delivery challenges and work with stakeholders to identify mitigation strategies.
  • Conducts external research and benchmarking to ensure best practice strategy in technology, tools, and approaches to learning delivery for increased effectiveness.
  • Researches and evaluates appropriate off-the-shelf or vendor training programs to meet select training needs. Ensures deliverables are timely, accurate, highly targeted, and meets the objective.
  • Provides support to the activities of VEIC as necessary to accomplish organizational goals and objectives.
  • Other duties/projects upon request.


  • Strong personal commitment to the mission, vision, goals and values of VEIC.
  • Bachelor’s degree in appropriate discipline or a combination of education and experience from which comparable knowledge and skills are acquired.
  • Minimum of 5 to 7+ years of progressively responsible experience in talent management, training and development, or relevant field.
  • Proven experience with design and implementation of effective training and development programs
  • Strong knowledge of learning and development methodologies; formal design and development approaches, adult learning best practices, industry training technologies used to deploy, maintain, and monitor learning.
  • Ability to build strong partnerships and influence, motivate and educate senior leadership, peers and stakeholders.
  • Ability to manage time effectively, organize work in actionable plans, and exercise broad, independent, and good judgment.
  • Ability to effectively implement and manage training programs, learning initiatives and skill/behavior development projects.
  • Strong and creative people leadership skills with demonstrated ability for exceptional teamwork, negotiation, and change management. Must foster an environment that demands a high degree of teamwork and collaboration.
  • Demonstrated ability to be organized, detail-oriented, accurate, and able to handle multiple tasks and competing priorities.
  • Strong analytical, problem solving and critical thinking skills.
  • Excellent written and oral communication skills, including strong facilitation skills.
  • Proficiency in PowerPoint, Outlook, Word, Excel.
