    The DCSEU recently launched a portfolio of services and incentives to support of the District of Columbia’s Solar for All initiative sponsored by the DC Department of Energy and the Environment (DOEE) and facilitate the rapid deployment of solar as a part of meeting legislative requirements for DC to be 100% renewable by 2032.  Under DCSEU’s Solar for All Program, the program has is providing incentives to increase solar generation in DC that directly benefits income qualified households and residents.  The DCSEU’s solar program also finds creative ways to incentivize solar through leveraging, providing preliminary solar design assistance, and tracking solar opportunities.  

    The DCSEU is looking for a seasoned solar professional to join our team as a Solar Program Manager to assist with managing our work deploying solar to single family homes and commercial locations in DC.  Program Manager will be a big picture thinker with a working knowledge of the solar industry who can envision how the DCSEU could use existing resources to mobilize greater solar penetration into this market.  Program Manager will manage certain aspects of the Solar for All program as well as other strategic opportunities to leverage existing funds and resources. Program manager will also work to identify future pipeline and opportunities to deploy more solar locally, while strategizing how to overcome barriers to solar development in the solar industry.  Knowledge of the technical, financial, market and policy aspects of solar in the District and beyond is desired but not required.  Similarly, familiarity with solar market actors and personnel in the District is an advantage but not required. 


    Solar Program Management and Technical Support:


    • Solar Program Manager will work collaboratively with the Solar Portfolio manager and the solar team to ensure program success through benchmarking, tracking, financial analysis and visioning for the future.
    • Work collaboratively with DCSEU and VEIC staff that work on solar-related programs and projects
    • Evaluate funding and financing strategies for solar development; analyze financing options, and work with the leveraging team to create leveraging opportunities.
    • Ensure program implementation is successful by tracking milestones, formulating work plans, and finding solutions to barriers
    • Track and engage in DC policy that impacts solar, and in particular, low-income residents.
    • Track and monitor the solar market for changes in incentives, equipment availability, and areas that could prove detrimental to solar development.
    • Manage relations and communication with internal and external stakeholders
    • Provide oversight of all program elements, particularly ensuring that the relevant data pertaining to the program is gathered and organized and appropriately documented.
    • Guide staff in conducting technical reviews and analysis to ensure project delivery is sufficient
    • Assess real-time program market barriers and drive short term marketing efforts.
    • Assist in responding to and solving stakeholder queries related to solar that are received directly or channeled through DCSEU customer support
    • Work with management to plan budget resource requirements, operational expectations, and internal reporting requirements needed to achieve annual goals.
    • Work with management to manage program staff and budget resources and ensure consistent service delivery.
    • Work with management to develop, lead, and motivate members of the Solar Team
    • Continuously monitor progress regarding initiative goals, budgets and cost-effectiveness suggesting and implementing program tactical changes as needed.
    • Deliver clear and transparent program messaging for both external and internal customers.
    • Address customer service complaints and feedback. Seek solutions to prevent future occurrences.
    • Provide support to the activities of VEIC as necessary to accomplish organizational goals and objectives.
    • Provide clear and effective communication with all customers including team members, stakeholders, cross-functional groups, etc.
    • Help manage new program development and implementation, pipeline development, and help create a vision for the future of solar programs at DCSEU
    • Help develop Request for Proposals (RFP's), Memorandum's of Understanding (MOU's), and sub-contracts for external services. Actively manage sub-contractor contracts and performance.
    • Help manage external relations and communications with partner organizations.
    • Assess key strategy changes and represent any changes or modifications necessary to achieve a successful program and attain program goals.
    • Create and deliver external partner trainings, focus groups, kick off meetings, etc.
    • Maintain the relevancy and accuracy of program savings in the Technical Reference Manual including deletions, updates and additions to savings algorithms and measure characterizations.  Generate Program Implementation Procedures (PIP) as needed.


    • Strong personal commitment to the mission, vision, goals and values of VEIC.
    • Demonstrated passion for and commitment to solar, the environment and the District of Columbia.
    • A minimum of five years of work experience in related industry or field.
    • Experience with solar design software, CAD, or other solar analysis software desired.
    • Experience with solar project design, installation, permitting, or interconnection desired.
    • Experience in the financial field and ability to craft financial models and perform financial analysis strongly desired.
    • Experience in the local, DC solar industry strongly desired
    • Experience in an organization that involves data tracking and management, administrative, and communications experience.
    • Engineering or technical background strongly desired.
    • NABCEP certification desired by not required.
    • Advanced interpersonal, written, and oral communication skills.
    • Demonstrated ability to build strong relationships and other partnerships to support program objectives.
    • Experience collaborating effectively with diverse audiences.
    • Energetic and self-motivated, ability to work well within a team.
    • Detail oriented and capable of handling multiple priorities.
    • Ability to establish and maintain working relationships with staff members, community leaders, business leaders, supporters, media, and other stakeholders.
    • Computer skills including Microsoft Office Suite required.
    • Working knowledge and experience with CRM systems and tracking software.
    • Must have the ability to effectively work with a variety of individuals at all levels.

    Working Conditions:

    Internal - Work is normally performed in climate controlled office environment, where exposure to conditions of extreme heat/cold, poor ventilation, fumes and gases is very limited. Noise level is moderate and includes sounds of normal office equipment (computers, telephones, etc.).  No known environmental hazards are encountered in normal performance of job duties.

    External - No travel is required.
