    Job Summary:

    The HR Business Partner serves as an influential people partner, advising leaders across the business, while playing a key role in developing and implementing HR strategy and programs in support of short-term and long-term business goals with the overall goal of attracting, retaining, and developing the best talent.Provides employee relations, recruitment, and overall human resources leadership and support to staff to ensure high quality customer service. Partners with managers with respect to talent acquisition for all exempt and nonexempt personnel, career development, succession planning, retention, training and leadership development. Administers, manages and implements HR programs and services to ensure effective and efficient practices while contributing to a mission-driven, creative, enjoyable and stimulating work environment. A true hands-on approach as well as the ability to successfully monitor the "pulse" of the employees to ensure a high level of employee engagement.

    Provides human resources leadership and support to employees and managers within specified group, division and/or region.  Responsibilities include, but are not limited to, acting as primary business partner to:

    • Coach managers and employees on employee relations issues;
    • Lead recruitment efforts, applying best practice staffing strategies to source and screen top talent;
    • Advise on performance management/learning and development opportunities, utilizing learning and development services as appropriate;
    • Communicate, educate and train staff on human resources programs, policies and procedures;
    • Builds strong, credible and trusted relationships with leaders of the assigned division and utilizes human resources best practices to support the division’s goals.
    • Participates in developing Human Resources department goals, objectives, and systems.
    • Understands human resources, labor market and industry trends and best practices and applies trends appropriately to meet the needs of assigned divisions within VEIC.
    • In collaboration with other Human Resources staff, measures and evaluates impact of human resources programs and services to ensure effectiveness within an assigned division and takes leadership role in developing and implementing programs, as assigned.
    • Utilizes HRIS and other software programs to enter employee changes, manage recruiting efforts, run reports, and ensure data integrity within assigned division.
    • Manages resources to optimize effectiveness and efficiency with an appropriate balance of quality and cost consciousness. Oversees subcontractors and staffing agencies to effectively deliver human resources services within specified division.


    • Strong personal commitment to the mission, vision, goals and values of VEIC.
    • Residency in the District of Columbia strongly preferred.
    • Bachelors degree in human resources, business or related field and at least five years human resources experience or a combination of education and experience from which comparable knowledge and skills were acquired.
    • Expert knowledge of HR practices and regulations, including the ability to apply HR best practices to complex situations to support organizational goals and manage risk.
    • Excellent strategic thinking balanced with ability to achieve results.
    • Demonstrated ability to be organized, detail-oriented, accurate, and able to handle multiple tasks and competing priorities in a dynamic and fast paced environment, while maintaining a customer focus.
    • Demonstrated excellent customer service and interpersonal skills, including the ability to establish credibility, confidence and trust across all levels of the organization.
    • Strong project management, time management & informing skills.
    • Able to handle sensitive and/or confidential information.
    • Superior proficiency with word processing, spreadsheet and database software including extensive Windows and Microsoft Office applications experience.
